Carol Nalule is an advocate of the High Court of Uganda. She holds a Masters Degree in International Human Rights from the University of Lund and the Raoul Wallenberg Institute for Human Rights and Humanitarian Law.
She also holds a Post – Graduate Diploma in Law from the Law Development Centre; and a Bachelor of Laws Degree (LLB) from Makerere University, Kampala.

Ms DORAH KABUYE BOLLA

Director Research, Education and Documentation

Mrs. Kabuye Bolla holds a Masters Degree in Education from Makerere University and a Diploma in Teacher Education from the same University. She also holds other Certificates in the field of Education.

She has worked with the Uganda Human Rights Commission for over ten years and has gained a wide knowledge and experience in the field of human rights.

Mr GEORGE PALIELl UFOYURU

Director Regional Services

He holds a Bachelor of Arts (B.A. Hons ) in Management and Administration from the University of Dar- es- Salaam ( 1969- 1972).
Joined Tanzania Audit Corporation as Assistant Auditor in 1972. He was at the rank of State Auditor when he left the Corporation in 1979.
Joined the Ministry of Foreign Affairs in 1981 and was posted to Beijing as Uganda’s Ambassador to China and the Democratic Republic of (North) Korea, where he served for 5 years up to 1986.
Was a member of the Constitution Commission (the Odoki Commission) (1989 – 1994). Served as Assistant Secretary to the Commission during the last year of the Commission. Made vital input in Environmental rights in the Draft Constitution, many of which were incorporated in the 1995 Constitution.

George joined the Uganda Human Rights Commission in July 2000 as Investigations Officer at the Soroti Regional Office. He was promoted to become Senior Human Rights Officer and posted to open the Moroto Regional Office as Regional Human Rights Officer for the Karamoja Regional Office.
He was transferred to Head Office in March 2007 and assigned to Secretary’s office. In November 2007, he was promoted to the position of Director of Regional Services, which is responsible for coordinating and supervising the Commission’s Regional offices.

Ms ROSELYN KARUGONJO - SEGAWA

Director Monitoring and Inspections

Mrs Karugonjo - Segawa holds a Master of Laws (LL.M) specializing in Human Rights and Democratization in Africa from the University of Pretoria, South Africa; a Post Graduate Diploma in Law (Law Development Centre-Kampala, Uganda); Bachelor of Laws (LL.B) Hons from Makerere University in Kampala, Uganda. She has also attended some short courses in Programme Management,Justiciability of Economic, Social and Cultural Rights, Peace, Conflict Management and Conflict Resolution, International Law and an Introduction to international Human Rights Law.
Roselyn joined the Commission in October 2000 as a Volunteer and was hired on more permanent terms in June 2001 as a Human Rights Officer. She has since risen through the ranks to Senior Human Rights Officer, Registrar and is currently the Director Monitoring & Inspections. She also spent time at the Danish Institute for Human Rights, Copenhagen in 2005 as a Guest Researcher where she wrote on the 'Protocol to the African Charter on the rights of women'.
She is interested in human rights , democracy, constitutionalism, peace and conflict resolution and management, among other things.
