Ms. Mariam Wangadya
Ms. Mariam Wangadya
Ms. Mariam Wangadya was in May 2009 sworn in as one of the newly appointed Commissioners for the Uganda Human Rights Commission. She is one of the founding Commissioners of the Uganda Human Rights Commission which she joined in 1996 and has served in that capacity to date. Her recent re-appointment follows the expiry of the term of office of the previous commission in November 2008, to which she was a member serving a second term then.

Ms Wangadya is an advocate of the High Court of Uganda and had been in private practice for four years before joining the Uganda Human Rights Commission. While in private practice, she worked with FIDA (U) offering free legal services to the vulnerable persons including free representation in Court.

Mr. Agaba Maguru
Mr. Agaba Maguru
Mr. Agaba Maguru joined the Uganda Human Rights Commission from private legal practice as a Managing Partner in a Law firm dealing in land/real property management, corporate and commercial law transactions, company and secretarial practice, securities and capital markets and foreign investment.

He has also held various positions of responsibility in the country which range from being a member of the Law Council of Uganda which is the regulatory and supervisory body for the entire legal profession in Uganda for a period of nine years.

Mr. Joseph Etima
Mr. Joseph Etima
Mr. Joseph Etima joined the Uganda Human Rights Commission after retiring as Commissioner General of Prisons with the Uganda Prison Service, a post he held for 17 years from 1988 to 2005.
He began his career in 1966 with the Uganda Prison Service as a Cadet Assistant Superintendent of Prisons and rose through the ranks serving as a Lecturer from 1967 to 1968, Deputy Commandant from 1968-1969 and Commandant from 1970 to 1973 of the Uganda Prisons Staff College and Training School.
He later joined the administrative ranks of the Uganda Prisons Service when in 1973 to 1975 he served as a Staff Officer at the Prisons Headquarters and was later promoted to a Regional Commissioner of Prisons, Jinja from 1975 to 1976.

Dr. Katebalirwe Amooti Wa Irumba
Dr. Katebalirwe Amooti Wa Irumba is one of the newly appointed Members of the Uganda Human Rights Commission. He joined the Commission from the Ministry of Finance, Planning and Economic Development (MoFPED) where he worked for nine (9) years as the Co-ordinator of three successive Government of Uganda /UNDP Country Programmes and Associated Projects.

Programme coordination work exposed him to issues of human rights, Gender, HIV/Aids, among other social and managerial concerns. Dr. Katebalirwe has also served in other senior capacities, including Managing Director of the former Uganda Transport Company (1987)Ltd, Programme Officer in the National Council for Children (NCC), Head of Department of Literature and Mass Communication Makerere University and lecturer at the same university.

Mr. Constantine Karusoke
Mr. Constantine Karusoke is one of the two Commissioners re-appointed in May 2009 from the former Commission as a member of the Uganda Human Rights Commission.
He is one of the founding Commissioners of the Uganda Human Rights Commission which he joined in 1996 and has served in that capacity to date. His recent re-appointment follows the expiry of the term of office of the previous Commission in November 2008, to which he was a member and was serving a second term then.
A teacher by profession, Mr Karusoke has also served as a Deputy Minister and Member of the National Resistance Council from 1989 to 1996. He also served as a Delegate to the Constituent Assembly, a body that wrote and promulgated the 1995 Constitution of the Republic of Uganda from 1994 to 1995.
