Directorate of Monitoring and Inspections (M&I)

The Directorate of Monitoring and Inspections serves three Constitutional mandates of the UHRC namely:

  1. To monitor the government’s compliance with international treaty and convention obligations on human rights (article 52 (1) h).
  2. To visit jails, prisons and places of detention or related facilities with a view to assessing and inspecting conditions of the inmates and make recommendations (article 52 (1) (b).
  3. To publish periodical reports on the Commission findings and submit annual reports to parliament on the State of human rights and freedoms in the country (article 52 (2)).


To do the above the Directorate has the following specific functions /activities;

  • To monitor government’s compliance with international human rights treaties and conventions.
  • To lobby for mainstreaming of Rights Based Approach in all government policies and programs.
  • To monitor the general human rights situation in the country.
  • To visit and inspect jails and other places of detention.
  • To compile and submit annual and periodic reports to parliament on the state of human rights in the country.
