Directorate of Complaints, Investigation and Legal Services (CIL)
In fulfillment of its mandate contained in Article 52 of the Constitution of the Republic of Uganda, the UHRC established the Directorate of Complaints, Investigations and Legal services as a core Directorate, with two strategic objectives; namely as providing legal redress t victims of human rights violations/abuses and to provide legal advice to the Commission.
Legal redress
The Directorate carries out its mandate, through receipt, processing, investigation and resolution of complaints of human rights violations/abuses brought to the Commission by individuals and institutions, as well as those initiated by the Commission. In this regard, the Directorate carries out the following functions:
- Providing appropriate remedy or redress for fully investigated human rights complaints including tribunal hearing, caution letters, mediation, referral etc.
- The Directorate liaises with the office of the Registrar to conduct Tribunal activities such as producing the monthly Cause list, process serving, and actual hearing of complaints and execution of the decisions of the Tribunal.
- Designing standards and procedures for the Complaints handling process of the Commission.
- Conducting legal research for the proper functioning of the Commission Tribunal, as well as the UHRC in general, such as researching from other National Human Rights Institutions and Courts about pertinent human rights issues concerning Uganda.
- Designing and implementing a systemic investigations strategy that will help to deal systematically with prevalent human rights violations in Uganda, with a goal of eliminating the same with time.
- Compiling and publishing tribunal decisions into a periodic Human Rights Reporter.
- Advising the Commission on how to handle day today human rights issues raised by the public, from newspapers as well as other avenues.
Legal Advisor:
The Directorate is mandated to offer legal advice to the UHRC in its day to day activities which relate with the purchase of goods and supplies, consultancy services as well as other aspects which require legal interpretation and in put.
