Mr. Med S.K Kaggwa is the newly appointed Chairperson of the Uganda Human Rights Commission. He is the overall head of the institution and heads the Commission which is the policy making organ.
Mr. Med Kaggwa joined the Commission from private legal practice where he worked as a senior partner and advocate with a renowned legal firm in Kampala from 2006. He had earlier in 1982 to 1984 worked as a legal Consultant with a private firm in Kampala and while at the same time Lecturering at the Law Development Centre in Kampala (Bar School).
He has served in various senior capacities in the country which included holding the portfolio for Minister of State in the Office of the President from 1996 to 1998. He had prior to this served as a Delegate to the Constituent Assembly, a body that wrote and promulgated the 1995 Constitution of the Republic of Uganda from 1994 to 1995. Earlier in 1989-1991, he was a Commissioner of the Uganda Constitutional Commission in charge of publicity and Chairperson for Kawempe Division (Kampala Sub-District).
Mr. Med Kaggwa is an accomplished legislator who has served as Member of Parliament for Kawempe South in Kampala from 1996 to 2001, and a Member of the East African Legislative Assembly, based in Arusha Tanzania from 2001 to 2006.
He in addition has got vast managerial experience from the private sector where he worked in the Libyan Arab Foreign Bank as a Bank Secretary and Head of Legal Services for seven years from 1984 to 1991 and as Board Secretary of the Uganda Revenue Authority for five years (1991-1996).
Mr. Med S.K Kaggwa has also held other positions of responsibility in the country which include serving as a member of Makerere University Council from 199 to 2002
