Background The Uganda Human Rights Commission (UHRC) is a Constitutional body and independent National Human Rights Institution established in 1996 under Article 51 (1) of the Constitution of Uganda,
to promote and protect human rights in the country. The Constitution also provides for the mandate, powers and functions of the Commission. In addition, the Uganda Human Rights Commission Act of 1997 sets out the structure of the Commission which is such that the Chairperson and the Commissioners are the policy making body and also carry out the function of presiding over UHRC Tribunals to dispense justice. The Act further provides for the setting up of structures and recruitment of staff to carry out the functions of the Commission.
Current Status The term of office for the Chairperson together with six other Commissioners expired on 21st November 2008 and the government is in the process of appointing a new Chairperson and Commission Members or re- appointing the old ones. The Uganda Human Rights Commission trusts that government will ensure that this is done expeditiously.
The Uganda Human Rights Commission therefore wishes to re-assure the public that its operations of protecting and promoting human rights in the country are still running as usual. The Commission continues to receive and investigate complaints of human rights violations; inspect places of detention; educate and sensitize the public to defend the constitution through workshops and radio programmes; and monitor government’s compliance with international instruments, among its many other functions under its Constitutional mandate. The Commission, however, is not currently in position to hold Tribunal hearings which can only be conducted and presided over by Commissioners as provided for under the Constitution of the Republic of Uganda, 1995. The Uganda Human Rights Commission therefore assures the public and its clientele in particular that Tribunal hearings will resume as soon as new Commissioners are appointed.
